The Barbados Maritime Transport Administration (BMTA) is reminding all owners and operators of small non-fishing vessels of 150 GT and below that they must complete the mandatory Grandfathering-In process by Thursday, April 30, 2026.
The BMTA is a department under the Ministry of Tourism and International Transport. In fulfilment of Barbados’ international maritime safety obligations, the BMTA continues its implementation activities under the Shipping (Domestic Vessels) Act, 2024, which only applies to non-fishing small vessels of 150 GT and below.
All owners and operators of these vessels are also reminded that the Speedboat Drivers Licence is now obsolete with the passage of the Shipping (Domestic Vessels) Act, 2024.
Vessel owners and operators who previously held a Speedboat Driver’s Licence or hold international boating qualifications are reminded to visit the BMTA’s office located on the 4th and 5th Floors, One Barbados Place, Warrens, St. Michael, to be grandfathered-in.
Those owners and operators with vessel operating experience who never held a Speedboat Driver’s Licence or international boating qualifications are reminded that they must undergo the Fast Track Competency Test regime being administered by the Barbados Coast Guard on behalf of the BMTA. To complete the competency test, email fasttracktest@bdf.gov.bb to arrange a testing date.
In addition, existing operators will be required to undergo the standard marine driving test administered to new entrants to the small vessel industry, as the Fast-Track Competency Test will cease on April 30, 2026.
All operators must be grandfathered-in by Thursday, April 30, 2026, otherwise they will be subject to the penalties under the Shipping (Domestic Vessels) Act, 2024, for operating with the incorrect vessel operating licence, including:
- Being issued with a Maritime Safety Breach Ticket, pursuant to section 288 of the Shipping (Domestic Vessels), 2024, for operating a vessel, water sports craft device without the appropriate licence, in an amount of $1,000.00 (as specified in the Second Schedule to the said Act)
